Homeward Bound

This is a familiar sight in Quincy.  Unfortunately, many of the shopping carts that leave store parking lots never make it back to their place of origin.  Who pays to pick up the abandoned carts?  Who pays for the ones that get trashed?  I'm pretty sure we all pay in the price of our food and grocery items.

Have you seen the cart collecting trucks that ride around the city looking for them? I would think it would be worth the money for retailers to install wheel-locking mechanisms on their carts so they seize up if they're taken off the property - certainly cheaper than buying new ones all the time!
